No. Registered numbers come back with the username and user ID where found, not account statistics.
A match on the number does not always bring the handle with it. Those rows still tell you an account exists, and you can use them for audience sizing even when there is no profile to look at.
A TikTok username can be changed, while the user ID stays with the account. Keep both in your records if you plan to look at the same creators again later, so that a changed handle does not lose the match.
The result does not grant permission. TikTok has its own rules on unsolicited contact, and so do most countries. Review the profile first, and approach creators through the channels they publish for business enquiries.
