No. It tells you who can receive RCS. To send, you still need an approved business agent through an RCS messaging provider, and that provider applies its own rules on content and countries.
No. It means a rich message would not display on that number, so plain text is the right format. Those numbers still receive SMS as usual, and the file gives you what you need to send each group the version it can read.
